MTSU Surplus Property Procedures

General Surplus Process (For All Items)

To declare surplus items:

  1. Email: Send a direct message to receivingmoving@mtsu.edu
  2. Include:
    • An itemized list of the surplus items
    • Photos of the items
    • The location of the items
    • A statement declaring the items as surplus
  3. Processing: The Receiving and Moving Services Department will handle your request as promptly as scheduling allows.

Assets Valued Over $5,000

If you believe your asset was originally valued at over $5,000, contact Inventory@mtsu.edu to determine if it needs removal from the capital inventory list.


Surplus of Furniture

  • The Receiving and Moving team will evaluate if the furniture is fit for future university use.
    • Fit for use: Stored in the off-campus warehouse
    • Unfit for use: Surplused per Policy 685 – Disposal of Surplus Property

Surplus of Electronics

  • Common items include: printers, computers, iPads, etc.
  • If the item contains data or has an ITD inventory sticker, contact the ITD Help Desk before surplusing.
  • Electronics are typically surplused through an approved vendor.

Vehicles & Golf Carts (Selling or Trading-In)

  1. Contact Procurement at 615-898-2944 (or email purchase@mtsu.edu) for assistance with the process.
  2. License plate must be returned to the Procurement Office at 1672 Greenland Drive.
  3. Motor Pool (rodney.clinton@mtsu.edu) will need to remove decals before trading in or selling.

Selling Assets via GovDeals

MTSU uses GovDeals.com for most assets or an auctioneer for large lots.

To list on GovDeals, email receivingmoving@mtsu.edu with:

  • A fair market value or estimate
  • Photos of the asset(s)
  • A description of the asset(s)
  • Optional to place a reserve price on items
  • Note: All payments go through GovDeals, and Receiving and Moving will manage the proceeds transfer to your department’s index.
  • GovDeals Timeline:
    1. Listed for two weeks to MTSU departments
    2. Listed for one week to Tennessee Board of Regents (TBR) institutions
    3. If unsold, it goes to public auction for two weeks
  • Departments selecting items from another TBR institution will be charged $2.50 per mile for pickup.

Storage for Future Department Use

  • Declared surplus items are made available to other departments.
  • We also offer campus and off-campus pickups utilizing our box truck for a cost of $2.50 a mile.
  • Departments may store items for future use in the off-campus warehouse.
    • Cost: $5 per square foot, per year
